Halo B W/ Victory Board and Rip Drive

Yes, i just purchased the Halo B W/ Victory Board and Rip Drive and was wondering if its supposed to make a surging sound. the motor sounds like its struggling. The pitch stays high for about 3 seconds, then goes low for 1 the back again. can someone plz help?
