Yes shame is a huge thing in Japanese culture. If the locals are aware of the paintball color and what it means, they will most likely shun the person who has been hit by it. Personally I think they should fill the balls with dye. That way the person that gets hit cant whipe it and hopefully it goes through thier clothes and onto their skin, making a sort of "henna tatoo" shaped like a paintball. *They would also have the welt... but idk if people play paintball in Japan, so it might not mean anything just to see a welt*

It probably stores 3 balls somehow, just in case you miss. It probably isnt a normal paintball, like Ace suggested, its probably a dye of some sort. That makes the most sense.
