Without access to a chrono is there some rule of thumb in setting the marker's velocity setting so that if falls somewhere between 280 and 300 fps?

Welcome to the forums! This has been covered multiple times, and since you're new, there's a button at the top of the page for searching! Use it in good health!
In answer to your question: NO!!!! Chrono before you shoot, PERIOD!!! There is no way to tell what your fps is without chroning. Chrono's only cost 40-60 bucks these days - not too much when you consider that your eyes are priceless.....

Your local field should have a chrono on site, were all embassadors of the sport and we dont want somebody to lose an eye and get the sport more bad publicity.
