If you really want to have fun with them....call the cops and say you have seen a (whatever color car it is and type of car but don't be too specific) driving recklessly through the neighborhood. You are concerned that they might hit something or worse yet someone. If I really need to tell you NOT to call from your own phone....well. They will dispatch someone out to the area and investigate. If that owner sees a cop checking out the car I bet they will come pretty quick.

Looks to me like you're down at the end of a cul-de-sac, and the driver didn't want to bother with turning around before their visit. This way, when they leave, they can just pull a big U turn and go.

Kind of like those old farts who always have to back into a parking space. Not that I ever do that...
