You'll have to find the pressure rating of the tank before you could consider filling it with compressed air. It might be printed on the burst disk and there should be a hydro test sticker or a rating stamped right into the tank surface somewhere. I'd make a guess of 7-8000psi rating for hpa but I would ask a pro at a welding shop for a conclusive answer. To use a tank for C02 the rating would only need to be around 3-4000psi. Again, ask a pro at a welding shop for a conclusive answer. A c02 fill tank will need a siphon installed in the valve to siphon liquid from the bottom of the tank. The tanks will need to be hydroed before someone will fill them for you -
