on an HPA tank at AVI, it says this tank "DOES HAVE A TC STAMP"
what does that mean?

TC coding is like DOT-E/SP codes for other countries besides the US of A.

Tank manufacturing is designed to meet either DOT or TC standards, and that is marked on the tank. Some tanks -- like the one you are referring to -- meet both standards and is marked as such.
It's just how the tank is manufactured, essentially. Each type of tank has a different denotation. DOT is USA only as far as I know, and TC is elsewhere. If you live in the USA, you need a DOT stamp. If you live somewhere outside of the United States, you need a TC stamp. That's as far as it breaks down in lamest terms.
