There's no pins or anything holding it in? You might need to lubricate it and let it soak overnight. If it's been sitting for a long time, any old lubricant may have seized.

i think this is the problem, the bolt looks like a lot of lube died in there and that why it wont move the pump arm and its been sitting for a WHILE.

PB Blaster Let it soak in for a day & slowly work it loose. The tear it completely down & clean it & re-ring it.
