I was noticing that many of the pumps people here have what looks like a stock on it. but the stocks are aimed much lower, like if I was holding the gun it would be hitting my stomach or chest. What are the point of these?

The "angle" of the stock doesn't come near their stomach...people will often bend their stocks to fit under their mask better...which typically has a hefty cheek-plate. What this does is bring the marker up higher so that the barrel is in-line with their face better and isn't blocked by their mask.
The angle of the stock is player preference...
