Photoshop Elements is like Photoshop CS2 light. It is mostly for photo manipulation. I would guess it would work for you.
Not sure on Paint Shop, haven't used it in years. HacKeR

when you're trying to blow up a pic...don't go from 64 x 64 to 640 x 640 in one shot....it's always better to blow it up little by little (i.e. increase size by 50-100 pixels each time). It takes a while but get better results.
and Photoshop is King...that's why that's the industry standard. |

I can also re-size the pic for you if you would like I have CS2. I wouldnt buy CS2 just to do little stuff like re-sizing pics tho. I dont know much about elements either. I would recommend just letting someone around here do it for you.

if all else fails, go to a photo store, they most likely have professional enlarging equipment (to make posters and such)
