Default CP Regulator Tech help needed

I was taking apart the CP reg today and I found something that I did NOT see in the manual. It was sitting on the bottom and it looked kind of dented so i tried to straighten it out.

What is it and what does it do? and is it suppose to be in there?

This is it:

thanks.

whatever it was it never worked. the previous owner probably thought he was screwed, maybe it was why he sold it to me for cheap.
