Question So...Looking for a Tattoo Parlor

Hey guys, its been a while since I was on here last but I'll probably be coming here a little more often than I have been. Anyway, I'm looking to get a tattoo soon and am having a hard time finding a good parlor for what I want. I want to get a custom design done in a Celtic style (some knotwork, etc..) and so far cannot find an artist who specializes in it or has a lot of experience with them. Can anyone give me some recommendations of parlors in either the Baltimore, Washington DC or Philadelphia areas? Or even just some tips on what to look for in an artist's portfolio?

I feel like it's best to ask someone around who has tattoo's. If they've got lots of tattoos, chances are they've had one done there. That's what I do, anyways.
