Is the cup seal on these valves supposed to have a small hole in the top?

its supposed to be there and i think it won't leak since the valve pin is in the way

I'm pretty sure there is, if it isn't leaking I wouldn't worry about it though.

The hole is there for a reason. The valve pin has a channel drilled through it to channel pressure into the second chamber of the valve body. you cannot use a regular cup seal as replacement. There'a very small o-ring that seals the cup seal as well.
