The ***U is just a limited edition of the assault reg. So yes, you can service the ***U under pressure.
The benefits are that it is the lightest and highest flowing reg on the market at this time.

If you just want to cruise, get a longboard. They are way nicer for just cruising than the "regular" skateboards you can get. My advice is to go to a few local shops and check some out. Get one that...

Guerrilla Air is supposed to have a better recharge than the Crossfire regs. I have an Assault by Guerrilla and I love it. Mine's on a 68/4500 bottle, but the reg will be the same on a 47/3000.

Not if you use HPA. :p It is recommended if you're going to use Co2. I recommend using anti-siphon any time you're using Co2, but that's just personal preference.

Actually, money orders are protected by mail fraud laws because you are sending them through the mail. Paypal is a much less secure way to do transactions.
I don't know what kind of money order...
