how exactly does response trigger work?

eyes lower bps?
whenever i turn on the eyes, the bps seem to be capped at a really low rate, on semi and both ramping modes. then when i turn the eyes off, the rof goes way up... i guess my question is.... what is...

ok think i got it fixed, i just did a system recovery type thing, hit esc on startup and went through a few steps and restored it to a few days before i started having problems......im not even...
