why are we supposed to cock the bolt back when installing a co2 tank?

The striker (hammer) is resting on top of the valve pin in a decocked position. If you screw CO2 into your ASA with the valve pin opened, air will rush into the gun until you cock it.

My gun doesn't do that. it sits on the pin but it doesn't push hard enough to depressit so air comes in.
