welcome to the boards...
Otter has a great Barrel FAQ on his site
barrel faq (http://www.ottersccustoms.com/barrels.html)
That will give most everything you want to know about barrels. If you still have a question ask it here.
As for good paint... There are a few threads about that already. I like x-ball bronze and silver. about 50$ per case.

well i think IMO 14-16 inches is the limite for anyone whowants to be as manuverable as possible. i have a j&j ceramic 14in barrel and it works amazing. good paint is draxxus. every case is a good price.

It doesn't matter between 12" to 14, 14" to 16". Some like the longer barrels to help them push into a bunker or wrap tighter, others like shorter barrels to stay in tighter.
As far as efficiency or accuracy, there is no discernable difference between them. Get what you like the looks of or feel more comfortable with.
Paint has been talked about a lot these days in a couple different threads. Good paint ranges from Draxxus to Zap and all letters in between.

the length doesn't really matter as long as it is bigger than 12 inches
i got a 16inch empire barrel kit and it rocks
if your going for a new barrel thats what i would get
i got it for $65
