ok I am thinking of getting a pilot acs and I was wondering what a regulator does for it and if I need to get one?

You don't need a regulator. A regulator does just that; regulates the air/gas pressure the gun operates on. Normal unregulated pressure is 800psi. Regulators allow you to operate your marker in low pressure or "LP", which is usually between 250-500 psi. (although some markers operate slightly higher and/or lower than this)
Get the Pilot and go have some fun!

if you were to get a regulator. where do you put them? are they on air tanks or on your gun like exapansion chambers?

Most people put them on the VA (vertical adapter) in place of the expansion chamber. I just put mine in the picture pages, you can see the reg there:
