This is a good as place as any, I recently had to help out a friend rebuild the balance valve and seeing that i haven't found anything on correcting this issue i made a video.
If your VS2, VS3, RSX, or maybe you threw this valve in a classic this is one of the more drastic steps to fix an air leak, I recommend putting a couple drops of oil in your asa, air up and dry fire till you can get it to stop. If that doesn't work you may eventually decided to perform this task.
