I'm a graphics designer. I don't CS3, I use CS2. Everyone starts off somewhere. I recommend,

CS2 will cost about the same as CS3.

If your in school you can usually get student copy for about 1/3 the cost and its the exact program.

And if you want help you really have to say what you want to do as there is endless possibilities on what you can do.

don't worry, i plan on legally purchasing whatever i decide on. and thanks for the how to's, i think i have a basic gist of what is going on. In a little i will post up my first attempts at a masterpiece lol and why would the old version be the same as the new one?

The best way to become acquainted with PS is through web tutorials for sure. Recreating concepts and images that you like from others is a great way to become introduced to the various tools and practices. Experimenting will be good as well, because there are several ways to achieve the same results with most ideas.

I'd also recommend (depending on how serious you want to get with it) looking into a Photoshop book from Amazon.
