All Fiberglass tanks have a hydro date on them. They are only good for 3 to 5 years then they need to be re-tested. A re-hydro test will run about $30-$50 dollars and as long as the tank is in good shape it will pass. If it is not in good shape, nicks or gouges, then it will not pass hydro and the tester will drill a nice hole in the tank so it can not be used again.
If it is out of hydro then almost all shops will not fill the tank.
The reg or regulator is referring to the valve at the top of the tank. Diferent brand regulators are better than others.
Find out the hydro date on the tank and the brand regulator on it to see if the deal is good or not.
