so im going to be getting some tanks off my boss, and they are 3 years old. Im going to get them rehydro-ed, I was wondering what this process includes and how much it costs on average?

Bring it to your shop and they'll do it all for you. Costs about $15-35 depending on where you bring it.

You can also use www.hydrotester.com. They have always done my tanks. They are fast and have excellent customer service.

They inspect it first for bad scratches and anything that will hinder the performance. Then they typically fill it to 150% to 175% of the normal pressure to check for any leaks and safety. I think that's pretty much it.
