Yes, it would be best to do a fresh install.

IF you talking about winXP, then yes.

If 98, then no, but it will not run properly, so yes :P

It depends actually. My XP isntallation didn't ask for a new install when I swapped motherboards or the cpu. But maybe it's because I went from a biostar socket A to a biostar Socket 754. No matter what it seems a CPU swap does nothing. The most it'll do is tell me that I need to re-authorize it, which I do over the phone since I've reinstalled it so many times. windows 2000 DIES after every part swap. You don't have to do a new install in most cases, but it's recomended.

Yes because the actual assembly coding for your machine must be made through the translator in XP in order for it to function properly.
