Another re-hydro ??

For the tank to be denied of a re-hydro what has to be wrong with it?
Would this pass?

if i'm not mistaken the tank is filled to something like 50% (not sure on this number) over its fill pressure and if there is something like over 1% stretch rate of the bottle then it is denied and deemed unsafe for sue.

Sorry, cant tell you if the tank will pass, if the scratches aren't too deep and the tanks is in other wise good condition then it should pass.
